great article, I definitely agree that this is something that needs to be watched. if the city will not provide oversight, then they must rework the current contract so they or someone else can do oversight over PPI and the PBA on this.

great article. I think that the city must be made to realize exactly how dangerous of a situation this is, there are people patroling Portland, stepping on peoples rights, and they have no oversight
